USCIRF said that a number of domestic and international organisations have expressed concern that the NRC is a ‘targeted mechanism to disenfranchise Assam’s Bengali Muslim community, implicitly establishing a religious requirement for citizenship and potentially rendering large numbers of Muslims stateless.’
